筆者多年來在參與法制辦的法規翻譯和修改中，有些膚淺的體會。既然將中文的法規翻譯成英語是給外國人看的，就要按照英語的習慣，而我們翻譯成的英語有些地方受漢語的影響很多，不合英語的行文習慣。所以我認為一定要學習參照以英語為母語的國家的法律文件，不能全靠漢英辭典，逐字翻譯。筆者將加拿大法規中可以利用的一些表達方式，摘抄下來供參考。省略原小標題，條號和備案號。下劃線為筆者所加，以提請注意。

2) The council of each municipality is responsible for the enforcement of this Act in the municipality, except where otherwise provided by this Act.

3) The Building Code Commission shall hold a hearing to decide the dispute and shall give the parties to the dispute notice of the hearing.
